When transport agencies need long-term support for particular projects, LeighFisher provides experienced rail industry consultants. Recent clients have included: the UK Department for Transport (DfT), Transport for London, the London 2012 Olympic Delivery Authority (ODA) and London Organizing Committee of the Olympic Games (LOCOG), and the Dutch Hi-Speed Programme.
For the DfT we provided a Project Sponsor to manage the commercial aspects of major rail projects including: West Coast Route Modernisation, procurement of longer trains for the West Coast main line, redevelopment of Reading and Birmingham New Street Stations, Midland Main Line Speed Improvements, station car park enhancement, and procurement of Inter-City-Express rolling stock replacement.
We developed and reviewed business cases and worked with technical experts and economists to find solutions that were value for money and affordable. We also helped the DfT with its participation in the industry development of the Passenger Demand Forecasting Handbook for demand forecasting, commercial analysis, and economic analysis. We also assisted the DfT in developing/interpreting its own Transport Analysis Guidelines and applying them to particular projects.
Additionally, we provided an engineering manager to oversee the Waterloo Station project with respect to analysis of railway operations, and track and station design, which led to derivation of the appropriate factors for input into the commercial analysis process.
For London 2012, we assisted the Olympic Delivery Authority and LOCOG with budgeting, planning, setting up, securing, and operating the various transport organisations that ultimately contributed to the success of the London Games.
For Transport for London, we have successfully led the technical solutions for three major London Underground line upgrades. Our most senior engineers have provided leadership and guidance over the last two decades to successfully deliver significant capacity improvements on London’s busiest lines, including the largest metro signalling and capacity upgrade in the world.
For NS HiSpeed, our experts coordinated, managed, and accelerated the programme of activities required to commence running services over the high-speed line from Amsterdam to Belgium HSL-Zuid, including procurement of the European Rail Traffic Management System and rolling stock.
